HAP Story and Lingkod Bayan Diaries (LBD) are online Philippine Civil Service Commission Facebook and Youtube page segments which feature anthologies of civil servants’ stories aimed to inspire other kawani through short videos and interviews, and are released monthly. It also presents HAP awardees’ short videos about their past and present initiatives, programs, life after being a HAP awardee, among others.

We are pleased to inform you that the following individuals have been featured in the online segments entitled Honor Awards Program (HAP) Story and Lingkod Bayan Diaries (LBD):

- Ms. Lucia Jacinta S. Benter, Medical Technologist I of the Municipal Government of Benguet, 2021 Dangal ng Bayan

- Mr. Cedric D. Daep, Head of the Provincial Disaster Risk Management Office (PDRMO) of the Provincial Government of Albay, 2019 Dangal ng Bayan

- Mr. Rico B. Galinato, Assistant Provincial Agriculturist of the Provincial Government of Dinagat Islands, 2019 CSC Pagasa

Said online segments present the anthology of civil servants’ stories that aim to inspire other kawani through short videos and interviews of public service exemplars which are available in the Philippine Civil Service Facebook page and Youtube channel.

Ms. Benter was recognized in the annual Search for Outstanding Government Workers for her responsiveness to the people of La Trinidad, Benguet during the COVID-19 pandemic, ensuring that the infection is well-managed and spread of the virus averted with the extensive swabbing and contact tracing activities she led. She was on-call to conduct swab tests both on the living and the dead, regardless of weather conditions and terrain and even during holidays and weekends. As the lone medical technologist of the municipality, she renders laboratory services, working extra hours and days without additional compensation.

Similarly, Mr. Daep was recognized for his outstanding performance in safeguarding and empowering the citizens of Albay, allowing the province to be resilient to natural calamities. He institutionalized the Albay Public Safety and Emergency Management Office (APSEMO) which provided the framework for the Philippine Disaster Risk Reduction and Management Act of 2010. Through APSEMO, an early warning system was set-up, communication protocols were approved, pre-emptive evacuation procedures were established, and post-disaster damage assessment and needs analysis was institutionalized.

Moreover, Mr. Galinato was recognized for being a trailblazer of organic agriculture, introducing as well Integrated Diversified Farming System which sustained the health of soils, ecosystems and people of Dinagat Islands. Through said system, the 75.2- hectares of the island considered viable for farming in 2013 expanded to 151 hectares of agricultural land, a laudable accomplishment given that the island is a mining reserve and its soil is highly acidic, rocky, sandy and barren. By setting up the Provincial Trading Post, he opened avenues for farmers to sell their produce.

Relative thereto, and as stated in the attached CSC Memorandum Circular No. 1, s. 2022 dated 17 January 2022 re: Search for Outstanding Government Workers, may we request your support by sharing their HAP stories and LBD videos on your online bulletin boards and social media pages so that their contributions will be made known to more government employees and inspire them to follow suit.
