The budget forum was facilitated by the provincial budget office headed by Ms. Mercy Alfuerte -Provincial Budget Officer with the assistance of the Provincial Planning and Development Office headed by Ms. Elena B. Animnaput Limang (65) mag-aaral ang naging bahagi ng programang ito ng pamahalaang panlalawigan katuwang ang Department Of Labor & Employment (DOLE) CamNorte Provincial Office. Sila ay mula sa ibat-ibang paaralan dito sa lalawigan. Layunin ng programang ito na makapagbigay ng pagkakakitaan sa mga mag-aaral na karapat dapat na matulungan ng pamahalaan at nakapaloob sa RA Republic Act No. 10917, 9547, and 7323. Tumanggap ang bawat mag-aaral ng tig P10,392.80 (Kabuuang P675,532) para sa 20 Araw na pag tratrabaho dito sa kapitolyo. Animnapung Porsiyento (60%) ng nabanggit na halaga ay mula sa pamahalaang panlalawigan at apatnapung porsiyento (40%) naman ang nag mula sa DOLE. Dumalo sa SPES closing program si Gov. Dong Padilla kasama ang Kanyang Anak Na Si Bb. Anika Padilla Special Assistant Ng Gobernador. Pinagansiwaan Naman Ng tanggapan ng PESO sa pamumuno ni Bb. Nida Tosoc ang programa katuwang ang DOLE Camnorte sa pamumuno ni Bb. Cherry B. Mosatalla tagapamahala Ng DOLE CNPFO.

Pinangunahan ni Gob Dong Padilla ang pamamahagi ng livelihood kits katuwang ang DOLE CamNorte na si Ms Cherry Mosatalla sa CN Agro Sports Center. Kabuaang P2,146770.75 DOLE livelihood projects ang ipinamahagi ng pamahalaang panlalawigan sa 98 benipesaryo. Sa bilang na ito 42 ang tumanggap ng cooking /food preparation (baking, bbq vending, burger stand, lugaw vending, lutong ulam, siomai/siopao vending at streetfood vending) mula sa bayan ng Daet at Labo. Mula naman sa bayan ng Mercedes 56 ang tumanggap ng livelihood kits (welding, carpentry, electrical, sewing, fishing, food proecessing, tokwa at taho, food preparation cosmetology at food vending o negokart. pinangasiwaan ng tanggapan ng PESO sa pamumuno ni PESO Manager Nida Tosoc ang naturang aktibidad katuwang pa rin ang tanggapan ng DOLE Camarines Norte.
